New description:

 When used special chars éè°àùò (and so on) don't work:

 Trouble ticket -> Export to Excel, export procede correctly, but special
 chars are converted in wrong chars: "Testing of è à ò ù Excel Export"

 See TicketID TT21 on WIP.

 I've got random similar error using Export to Excel in Report. Sorry, I
 can't document it.
