Changes (by prasad):

  * status:  new => closed
  * resolution:  => invalid

Comment:

 "Not Accessible" value of picklist on records can either due to:
 1. The value is not present in the picklist.
 2. The user does not have access to the picklist value (Role Based)

 This is the expected behavior with new role based picklist.
