 In trouble Ticket's modules create a new Tickets and added a attachments
 filename like utf-8 characters (áčďéěíňó(2).doc) the ticket's created
 successfully.The ticket's detail view and download the attachment file
 display also properly but the detail view create a new duplicate ticket
 and save it the attachment file name is displayed for the following format
 '''áčďéěíňó(2).doc'''.The particular file
 (áčďéěíňó(2).doc) is not download properly.
