 Not permitted picklist values are listed in the "Potential Sales Stage" of
 convert lead form.

 steps to reproduce

 1) goto picklist editor

 2)select the standarduser role and potential module

 3)In that module edit the picklist sales stage. Remove all the available
 values and enter few new values.

 4)Now login as standarduser and go to leads module

 5)create a new lead and click the convert lead button.

 5)There you will see the "Potential Sales Stage" picklist with all values.
 That is the values which are not assigned to standarduser will also be
 listed.
