Old description:

> When i bring up the chat window the list of users is empty. I am not able

New description:

 When i bring up the chat window the list of users is empty. I am not able
 to see even my current logged in user name. Some times it is working fine.
 The chat message is not sent to the appropriate user.

 There is lot of inconsistency in the functionality of chat
