 In config.inc.php is option to turn off WORLD_CLOCK_DISPLAY

 If we set $WORLD_CLOCK_DISPLAY = 'false'; code from
 Smarty\templates\Clock.tpl is still included to page html which is
 unnecessary.

 Put {if $WORLD_CLOCK_DISPLAY eq 'true'} ... {/if}  statement to start and
 end of Clock.tpl
