 In the modules/Users/CreateUserprivilege.php:createUserprivilege()
 function the error produced when trying to create a new user_privilege
 file is silenced and NOT informed on.
 I think that the error should be informed on. If the file can not be
 created, the user will be unusable and the administrator should be
 informed, maybe even the whole creation of the new user rolled back and
 canceled.
 In short: if the user_privilege file cannot be created the users shouldn't
 be created either and the error should appear on screen.
