Comment:

 Dear Asha,

 This is due to the introduction of Role-Based Picklist feature. So you can
 add/edit or remove the vlaues of each picklist with respect to the roles.

 1. Admin user can view all the values added at differnt role in the
 picklist irrespective of his role.
 2. Non-admin user can view only the values related to his role.

 This is the expected behaviour only.
