 There could be one or more solution to this problem:

 1. We could add a fix to this by saving the exact amount and
    the currency in which the quote was created.

 2. Sometime the product price should be charged based on exchange rate of
 day-to-day
    in which case the above issue becomes a expected feature not a bug.

    We could then provide an option when creating a quote, like 'Always
 apply conversion', if this is selected we perform the action as we are
 doing now.
    If this is not selected we need to do perform action as in step 1.
