 UTF 8 character's is not supported in the customer portal

       1.can not create a new Tickets,ticket comments and faq comments in
 customer portal.faq and ticket comments is save in the database but it is
 does not shown in the customer portal.it is displayed only in vtigercrm
 but the display characters is different.
