Comment:

 with the latest code i am able to reproduce it. i login as admin and edit
 picklist editor for the account module and add some new rating and delete
 previous one for CEO and VICE PRESIDENT and than i go to account detail
 view for both admin and non admin in that i found all previous rating with
 new one.
