 (In [6004]) Fixed up some outstanding issues with the installer.  I got
 tired of all the repeated code in 3confirmConfig.php so I just reformated
 the entire thing (you can accually understand what's going on now).

 Current installation problems are that help tickets aren't created with
 the demo data option and the create database option hasn't been tested
 with postgres (I couldn't bring myself to make my postgres database that
 insecure).
