 One of the changes in r7242 caused most of the language files to not load
 for the Home module. I was able to resolve the error by reinserting a line
 into include/utils.php. I reinserted line #272 from r7202 between lines
 #277 & #278 in r7242. I expect this only to impact modules that contain
 sub-sections from other modules.

 The impact of this regression is the loss of titles for all of the
 sections in the Home module. Patch to remediate is attached.
