 Users at higher role can access  provided they have access privilege at
 profile level. For example, "VP Engineering" can access data of "Manager
 1" only if he/she has privilege to access all the modules "Manager 1" has.
 ----
 I think this should not be automatic, the GUI give a quick way to do that.
 For exemple, In my case i need for legal resons that the higher role can
 read but not modify other users data below their hierarchy.
 Actually we can manage nothing about that. (perhaps an option)
