 I also have this problem with the following Dashboard options:

 Sales by LeadSource
 Sales by User
 Sales by Team
 Quotes by Accounts
 Quotes by Stage
 Tickets by Status
 Tickets by Priority
 Tickets by Category
 Tickets by User
 Tickets by Team
 Tickets by Product
 Contacts by Campaign
 Tickets by Account
 Tickets by Contact

 the problem seems to be that there is no data to report - but then should
 not the warning be different: "no data to report" instead of "doesn't
 allow you to view"
 When I add data I can see it.
