 When the currecny configuration of Euro is inactivated, what will happen
 to the users with the currency configuration as Euro's. When inactivating
 the Euro currency configuration option should be provied to move the
 current user with Euro currency to some other currency.

 A currency should be inactivated only if the no users is associated with
 that currency
