#393: Problem in expand collapse in Settings module

 The issue defined below was produced in almost all the pages that fall
 under Settings module.

 1)go to Settings -> Users
 2)Click on or Shrink the "Expand/Close menu" arrow icon present along the
 edge of the left page
 3)Now click on the big arrow at the top which lists all the modules and
 then collapse it immediately.
 4)Now again search for the "Expand/Close menu" icon and try clicking on it
 to make it expand,that will not be possible or it is disabled

 But this scenario cannot be produced for pages like Settings->Default
 Organization Sharing Access  in the same page.

 Kindly fix this
